Hayley Fetrow

A professional focus on organization restructuring, Hayley has provided services for Public Housing Authorities that include the restructuring of finance, procurement and operations. Tasks involved in such restructuring include staff capability assessments, new policies and procedures and training.  Hayley has worked with management to implement strategies to improve efficiencies and reduce waste, gaining cost savings through the organization.  Most recently, Hayley has restructured the Finance departments of the Meriden Housing Authority and the Stamford Housing Authority, both in Connecticut as well as the Procurement division of the Mobile Housing Board, Alabama.

Prior to establishing HSF Consulting LLC, Attorney Hayley Fetrow worked for several Public Housing Authorities with a focus of Procurement, Finance and Management.  Hayley has served as the Director of Contracts & Procurement for the Newark Housing Authority, NJ, and the Deputy Chief Financial Officer for the District of Columbia Housing Authority.   In both employment experiences, Hayley honed her skills of staff assessment, strategic planning for improvement and implementations strategies.  At both PHAs, Hayley devised staff trainings to improve identified areas of deficiency.  These trainings also included trainings for upper level management and Commissioners.

Hayley’s area of proficiency include: Low-Income Public Housing Program, the Housing Choice Voucher Program, the Capital Fund Program, HOPE VI, ROSS, Mixed Finance Tax Credit developments and various other federal government programs.

Ms. Fetrow received her Juris Doctor from Suffolk University Law School and her Master of Urban Affairs with a focus on Urban Public Policy from Boston University.
