Who We Are
Since 2010, HSF Consulting LLC has been providing consulting and fee accounting services to housing authorities throughout New England and the country. Our consulting services span all administrative areas within the role of finance including information technology and procurement. Our work often expands into the areas of Asset Management training of the managers, Procurement, Development and Mixed Finance/Tax Credits.
HSF has provided accounting support for Public Housing, Housing Choice Vouchers, Capital Fund Programs, HOME funds, Tax credit projects, CDBG grants, New Construction and Rehab programs as well as VMS and REAC reporting.

Current Clients
Meriden Housing Authority, Meriden, CT
Beginning in 2010, we provided technical assistance for the Finance department for the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors. Following that initial engagement, we provided an assessment of staffing capabilities and recommendations.
Beginning in 2012, HSF Consulting LLC was charged with taking a leadership role in the Finance department whereby we provided a new finance policy, oversee the current staff and deliver month board financials, reporting directly to the Board of Commissioners through the Executive Director. This leadership position of the Finance department has also expanded as the work of the MHA has expanded into areas of Asset Management training of the managers, Procurement, Development and Mixed Finance/Tax Credits.
Housing Authority of Columbus, Georgia
Beginning in 2007, staff of HSF Consulting LLC has provided technical assistance with the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors. HSF Consulting LLC has worked with management to identify areas for improvement and provided trainings to improve the Asset Management skills of all staff.

Alexandria Redevelopment & Housing Authority, Alexandria, VA
Beginning in 2001, staff of HSF Consulting LLC completed a reconstruction of annual general ledger and has since provided consulting services specifically related to the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors. In addition to that consulting task, HSF Consulting LLC also provides financial consulting for ARHA’s development activity.
Recently, HSF Consulting LLC also provided guidance to ARHA as they transitioned to new finance software and redesigned their general ledger structure.

HSF Consulting has completed numerous conversions for our clients from drafting the Request for Proposals to the evaluation and the implementation to Go Live utilizing various softwares including PHA-web, HAB Inc., VISUALHomes, Quickbooks, and Yardi’s ELITE system.
Hiring/Training
HSF Consulting is often called upon to assist PHAs with hiring and training CFOs, Finance Directors and finance staff.
Procurement
HSF Consulting has been involved in developing procurement policies and procedures manuals. We have experience in all areas of procurement, from drafting solicitations to managing the evaluation process and awarded the contracts.

Internal Controls and Audits
Modernization
HSF Consulting has direct experience in the development of internal audit and control programs for public housing. We have first-hand in assessing problems, creating solutions and implementing improvement programs in all of the above areas.
Our modernization experience has ranged from the administration of the Capital Fund Program (CFP) and Replacement Housing Factor (RHF) to Hope VI grants. We have provided assistance in grant reconciliation, financial reporting for mixed finance budgeting.
